Could someone please explain to me what is wrong with this state?

I assumed, that a state in a first world country would prosecute animal cruelty/abuse if there was strong evidence for it. Especially considering the nature of such an offence, which was done for sexual gratification. Here is the link, their charges were dropped based on a technicality. Apparently the offence was beyond the time limit of the statute of limitations. So basically, you can do the most heinous acts imaginable to an animal and get away with it, but only if you're caught a decade afterwards.

Does anyone else find this extraordinarily ridiculous? What the fuck is wrong with their legal system over there? These people should be thrown in jail.
